
Russia and Ukraine Issue Contradictory Claims Over Strategic Donbas City of Kostiantynivka

On 4 July, Russia’s General Staff informed President Vladimir Putin that its forces had seized full control of Kostiantynivka, a city in eastern Ukraine’s Donetsk region that serves as a critical transport and industrial centre. Ukraine’s General Staff immediately rejected the claim as “fake,” stating that units of its 19th Army Corps continue to conduct defensive operations on designated lines within the town and on its approaches. The contradictory accounts emerged as both sides acknowledged intense fighting: Russian commanders described mopping-up operations against isolated Ukrainian soldiers hiding in buildings and basements, while Ukrainian officials reported that small Russian infantry groups had infiltrated deep into their combat formations, prompting counter-sabotage measures.
Viewed from Moscow, the capture of Kostiantynivka is presented as a major strategic achievement. Putin, appearing in military uniform at a command post, thanked troops and said the city’s seizure was of “major strategic importance.” General Valery Gerasimov, chief of the General Staff, described it as one of the main defensive hubs in the Sloviansk-Kramatorsk-Kostiantynivka fortified belt and noted that Russian forces are now advancing towards Lyman, a key logistical node 70 kilometres to the north. The Kremlin also stated that its troops now control all of the Luhansk region and are within nine kilometres of Zaporizhzhia. In Kyiv, President Volodymyr Zelensky dismissed the Russian claim as “another lie” and an attempt to manufacture a news story, challenging Putin to meet him in the city if it were truly under Russian control. Ukraine’s military acknowledged a “difficult situation” but insisted the city remains under its control, with defensive lines holding.
Western military analysts note that Kostiantynivka is the southernmost of four key settlements forming Ukraine’s main defensive line in Donetsk. Its loss would give Russian forces a foothold to push north along that belt, potentially opening the way towards the larger cities of Kramatorsk and Sloviansk, which remain under Ukrainian control. The city, with a pre-war population of about 78,000, has been a focal point of Russian offensive operations since late 2025, and its capture would mark a significant shift in the Donbas campaign, where Moscow has long sought full control. Independent verification of the situation on the ground remains impossible, and both sides have previously made premature or exaggerated claims.
The battle for Kostiantynivka is part of a broader Russian effort to seize the entire Donbas region, a stated war aim. The announcement came as Putin ordered continued massive strikes on Ukraine’s military-industrial infrastructure, following the largest aerial attack on Kyiv in the war two days earlier. Meanwhile, Ukrainian long-range drone strikes on Russian oil facilities have caused fuel shortages in at least 20 Russian regions, though Putin dismissed the impact as “non-critical.” The contradictory claims highlight the information war accompanying the ground fighting, with each side seeking to shape perceptions of momentum. The situation remains fluid, with Ukrainian counter-sabotage operations ongoing inside the city.
