Russia struck the Ukrainian capital with its largest concentration of ballistic missiles since the February 2022 invasion, killing at least one civilian and wounding 16 others in a sustained overnight barrage. The Ukrainian air force reported that 41 missiles of various types—including 25 Iskander and hypersonic Zircon projectiles—and 125 attack drones were launched, with the capital as the primary target. Air defences downed 18 missiles and 108 drones, but the remainder struck residential buildings, a dormitory, a supermarket, warehouses and vehicles across five districts, igniting fires that emergency crews battled for hours.

Ukraine’s acting foreign minister, Andrii Sybiha, described the strike as “the largest number of ballistic missiles since the start of the war” and called for “devastating pressure on Moscow.” President Volodymyr Zelensky said protection against ballistic missiles was now Kyiv’s “constant and top priority,” noting that interceptors were needed daily. Moscow’s defence ministry, by contrast, stated the attack targeted plants producing Flamingo drones and components for Neptune guided missiles, as well as a postal terminal allegedly used to store dual-use goods and assemble unmanned systems. The Russian account did not address civilian casualties.

The attack exposed the critical shortage of US-designed Patriot air-defence systems, the only Ukrainian capability able to reliably intercept ballistic missiles. In recent weeks, Russian forces have intensified ballistic strikes on Kyiv and other cities, and earlier in July a major attack saw no ballistic missiles intercepted at all. Viewed from Washington, the White House has signalled a political agreement to grant Ukraine licences to manufacture Patriot interceptors domestically, but the timeline and technical details remain unresolved. European diplomatic sources note that the mounting frequency of such strikes is increasing pressure on NATO allies to accelerate deliveries of anti-ballistic systems.

The barrage came hours after Ukrainian drones struck two large logistics warehouses belonging to Russian e-commerce firm Wildberries in Tambov and Elektrostal, killing at least eight people and injuring more than 60. Kyiv said those facilities supplied components for Russian drone and navigation equipment production. The reciprocal long-range strikes underscore a new phase in the air war, with both sides seeking to degrade the other’s military-industrial capacity far behind the front lines. The US-Ukraine Patriot production agreement remains a political commitment; no final deal or production start date has been announced. The dossier now moves to technical negotiations, while Kyiv’s foreign partners face renewed calls to provide immediate interceptor stocks.
