Bulgarian parliament approves US tanker deployment despite Iranian warning of complicity

The Bulgarian National Assembly voted on Wednesday to authorise the temporary stationing of up to eight US Air Force KC-135 refuelling aircraft and as many as 250 military personnel at Bezmer air base in the country’s south-east. The deployment, approved by 136 votes to 13 with two abstentions, is scheduled to run from 24 July to 1 October 2026 and is intended to support American aerial operations in the Middle East. The decision, taken under a 2006 bilateral defence-cooperation agreement, follows a formal request from Washington submitted last Friday.
Viewed from Sofia, the mission is strictly logistical. Prime Minister Rumen Radev told ministers it was “categorically out of the question for military operations in the Middle East to be conducted from Bulgarian territory,” and that the tankers would refuel other aircraft exclusively outside Bulgarian airspace. Defence Minister Dimitar Stoyanov assured parliament that no offensive weapons systems would be stationed on Bulgarian soil and that the temporary presence did not amount to participation in combat operations. The foreign ministry added that Bulgaria maintained good relations with Iran and urged both Washington and Tehran to halt military action and return to negotiations for a durable ceasefire.
Tehran’s response was framed in terms of international law. Foreign-ministry spokesman Esmail Baghaei warned that allowing the United States to use Bulgarian territory for operations targeting Iran would make Sofia “an accomplice of aggressors and lawbreakers.” Iranian officials cited UN General Assembly Resolution 3314, which defines making a state’s territory available for an act of aggression against a third country as itself an act of aggression, and said any party involved must bear responsibility for the consequences. The warning echoed a diplomatic note sent to Sofia in April, when US tankers were temporarily stationed at the civilian airport in the capital.
The vote comes against the backdrop of a sharp escalation in hostilities between the United States and Iran. According to Russian and Middle Eastern reporting, Washington and Israel launched a joint military operation against Iran on 28 February 2026, and Tehran retaliated with drone and missile strikes on American bases in the Gulf. An interim ceasefire signed a month ago has since collapsed, raising the prospect of a return to full-scale war. US European Command stated that it “maintains regional defence capabilities along NATO’s eastern flank, including in Bulgaria,” and works closely with the Bulgarian government and allies. Opposition parties in Bulgaria opposed the deployment, and mayors of five municipalities near Bezmer base lodged formal complaints. With parliamentary approval now secured, the aircraft are expected to begin arriving at the military facility later this month.
