England to Ban Energy Drink Sales to Under-16s, Fines Up to £2,500

The Labour government's proposal, requiring parliamentary approval, targets drinks with over 150mg of caffeine per litre and covers shops, vending machines and online sales.

The UK government has proposed a ban on the sale of high-caffeine energy drinks to under-16s in England, with fines of up to £2,500 for non-compliant retailers. The measure, expected to take effect from April 2027, will apply to drinks containing more than 150 milligrams of caffeine per litre and cover sales in shops, restaurants, vending machines and online platforms.

Public Health Minister Sharon Hodgson stated that energy drinks “have no place in children’s hands,” citing evidence linking them to anxiety, sleep disruption and impaired concentration. The British Soft Drinks Association criticised the ban as “unnecessary,” pointing to existing voluntary marketing restrictions and warning labels. Health campaigners, including the Obesity Health Alliance, welcomed the move as a “common-sense” protection for young people.

According to UK government data, around 100,000 children in England consume these drinks daily, with higher rates in disadvantaged areas. The ban aligns England with several EU member states—Lithuania, Latvia, Poland, Romania, Hungary and Bulgaria—that have already prohibited sales to minors, and with Russia, which introduced a similar federal ban in March 2025. In Italy, where consumption reached 75 million litres in the past year, agricultural association Coldiretti has urged exam students to avoid excessive intake, and calls for regulatory intervention are growing.

The energy drink restriction is part of a wider Labour government agenda to regulate children’s access to potentially harmful products, including proposed social media bans for under-16s and overnight curfews for 16–17-year-olds. The proposal will be introduced through secondary legislation under the Food Safety Act 1990 and requires parliamentary approval. Local authorities will enforce the ban, with fines of up to £1,500 for individuals and small businesses and £2,500 for larger businesses. The government has not yet announced a specific date for the parliamentary vote.
